for Board Member of the
Irvine Ranch Water District
to serve you as a Director
I OPPOSE WATER AND SEWER RATE INCREASES,
after 9 consecutive years of increases. Considering the economic times
and the Irvine Ranch Water District's enormous surplus (over 1 billion
dollars); I believe it is inappropriate to impose further increases on
the ratepayers.
THE INCUMBENTS HAVE VOTED FOR EVERY RATE INCREASE AS FOLLOWS:
Peer A. Swan has been on the board for 30 years; he voted 9 times in the last 9 years to increase your rates.
Douglas J. Reinhart has been on the board for 6 years; he voted 6 times in 6 years to increase your rates.
Steven La Mar has been on the board for 2 years; he voted 2 times in 2 years to increase your rates.
* THE END RESULT IS 100% OF THE TIME IN THE LAST 9 YEARS, YOU HAVE BEEN ASSESSED A RATE INCREASE.
What do you think the incumbents will do when the economy improves?
They are out of touch with the times. Every governmental agency is
cutting back except for the Irvine Ranch Water District because they
have you to pay for it.
* I OPPOSE APPROVING ANY CONTRACTS WITHOUT A MINIMUM OF 2 BIDS.
Recently, a contract for EIGHT MILLION DOLLARS ($8,260,651.00) WAS
APPROVED BY THE INCUMBENTS WITH ONLY ONE (1) BID. How does this protect
the ratepayer? If you can't make comparative analysis, how can you make
an informed decision? THE RATERPAYER DESERVES BETTER THAN THIS.
* I OPPOSE RUBBER-STAMPING EVERYTHING THAT IS PUT BEFORE THE BOARD.
IN THE PAST 2 YEARS, EVERY ISSUE WHICH WAS PRESENTED TO THE BOARD
PASSED UNANIMOUSLY 100% OF THE TIME THROUGH SEPTEMBER 26, 2010. In
other words, everyone agrees on everything all of the time. How can
that be?
* I OPPOSE THE 180 pay raises that were gifted to employees recently.
Out of the 320 employees, 180 received raises. In this difficult
financial climate, I will not support further pay raises.
* I OPPOSE THE BOARD OF DIRECTOR'S POLICY OF APPOINTING NEW MEMBERS TO
THE BOARD, THEREBY CONTROLLING THE BOARD. This practice circumvents the
election process and deprives the ratepayer of their right to vote,
thereby eliminating the check and balance power that belongs to the
voters. Let the voters decide. This is the American way. Out of the 5
current directors, 4 were originally appointed by their fellow board
members which allowed them to run as an incumbent in the next election;
therefore, in reality there is only one truly elected member on the
board at this time.
* I support term limits of 2 terms (8 years) for board members of the Irvine Ranch Water District.
I am committed to making the Irvine Ranch Water District more effective,
accountable and transparent to the ratepayers. To my way of thinking,
as an informed ratepayer, it is important for you to have information to
draw your own conclusions.
I WILL STAND FOR THE RATEPAYERS. In my opinion, currently there is not one director on the board that represents the ratepayers...not one.
I have attended every board meeting at the Irvine Ranch Water District
for the past 2 years except for 2. I listen, I observe and I am ready to
make a difference.
IF ELECTED, I will become the eyes, ears and voice of the ratepayers.
My goal is to keep the ratepayers informed and to stop this spendthrift
mentality.
